It's just another case of the state trying to use its legal muscle (read taxpayers' dollars) to beat up shipwreck hunters of times past. What a waste!
It's easier for them to work AGAINST divers rather than WITH divers to encourage preservation.
It also makes them no more honorable than the divers they try to put down.
And as usual a REAL shipwreck conservation plan is lost in this eternal squabble.
