In doing research for our Lake Erie shipwrecks web site mt brother and I use an old commercial atlas from the 1920s. We were fortunate that this book just happened to be in the family. However, larger libraries may have historic maps. I suspect maps from say every 50 years ought to suffice for your purposes.
