I heard a rumour that Bill 13 is not on the agenda for any action until spring, is this true ?

I had heard this list was a little tamer the tech diver list so I checked it out, I was a little
surprised at the response to Gary Kozak's post. I've dove the Carlinford and place it in the 98%
that Mr Trotter speaks of. Its a very enjoyable dive and the wreck deserves a permanent mooring.
To refresh my memory I went to Chris Kohls book and the wreck was indeed found by Gary Kozak.
We should be thanking him for sharing not asking where the bell is. The masts are gone,
the stern is broken and mark the Brunswick left is pretty clear. The bell could be in the mud,
it doesnt matter. A better question is whether anything has disappeared in the last couple of years.

The post goes on to mention The Declaration of Independance and several Battlefields. These are all
protected, maintained and open to the public, the laws that protect these are clear and enforceable.
Bill 13 is neither. It wont put any permanent moorings in place, it wont stop fisherman from snagging
nets on wrecks and it will likely tie up resources as each line gets tested in court.

It needs to be clarified, rewritten and most of all stopped in its present form. If it wont be discussed
until spring that would provide enough time for divers to be heard. What is the best way to proceed.
