Being sensitive to your loss (and I am not aware of the death nor what led up to it), you said "you are inviting divers that may not be expierenced enough or properly trained." Are you (again, please forgive my diectness) looking for someone to blame in your friends death? Are you looking to find who would accept responsibility in a scuba divers death? I'm not quite sure what "angle" your are envisioning.
What if a diver died just diving in water, no shipwreck nearby. who's responsibe? The Ceaderville went down without a choice, so by virture of the ASA, it becomes the property of the people of Michigan held in public trust (from what I understand) - so entanglements are always a possibility.
We live in a litigious society - it's a fact. And for people (not relating this to your friends death) to not accept responsibility for their own actions really compromises the essence of integrity. A bike trail is made for the enjoyment of riding a bike and I hit a tree and lose an eye, who do I blame? The trail maker? The person who planted the tree 30 years ago? Or myself for not paying attention? At the rate some are going, we'll take away all the recreational sports and sit on our hands.... There's risk in climbing out of bed and we accept those risks in our daily course of life.
