I asked Tom Graf of the Michigan Dept Of Environmental Quality ( 517-335-3471 ) about who owns the two intentionally sunk wrecks in Michigan waters 5 - 6 weeks ago. Tom Graf answered " We ( State of Michigan) own the Mesquite and the Munising Preserve owns the tugboat." See, the question about ownship is already answered by precedence.............
I would suggest your friend get himself a real lawyer if he feels his accident on the Mesquite was gross negligence on the states part. The lawyers on this board won't be of much help in a real court of law, that includes myself. Real lawyers have training, licenses and real names.
i would suggest Geof Fegier, he's around Detroit somewhere.
