With the confrontational and gestapo-like ways the State has treated divers and shipwreck hunters in the past, are you surprised at the skepticism? Not everyone deserved that treatment. Now the State tries to slip through a bad bill and is caught in the headlights. The State needs to do a lot of fence-mending before it gets the support of the dive community. It's so shamful too. All the talent and resources that the private sector could offer is brushed aside by bureaucratic egos.
