The way I read it you want control over DHAL and the use of State monies to accquire & sink some ships in your Proposed Grand Traverse Bay Preserve as well as, maybe, some others. Other than that, there is already a fund created for "he development of maritime archaeology and for the promotion of Great Lakes bottomlands preserves in this state." So the cronology is that 1) You were at an MUPC meeting and got a vote of support for your proposed Traverse Bay Preserve. 2) You wanted to sink a ship in it so people would have something to see. 3) You have been delayed in doing 1 & 2 because of MHAL oversight. 4) So now you want to take oversight of Underwater Preserves away from MHAL and put it under DNR Parks & Recreation with a re-structured Underwater Salvage & Preserve Commitee, on which you sit, directing the management. I think I got it now.
