I for one have not heard anyone complaining. But then, I actually dive these wrecks and have for years. Setting up the framework that can allow for future taxation will likely result in future taxation. Promoting business and tourisim throughout the state has never been sucessful through tax increases. It may be vouluntary at this point, but it likely will become mandatory at some point. It seems that their ought to be a concensus among the dive community that this would bennefit diving before one individual champions a cause that they determine will bennefit diving based upon their limited experience. I fail to understand what is so wrong with the current system and how setting up the framework for greater governmental control and taxation will do anything but frustrate divers and explorers.
