Again, you are correct - past experience does point out the obvious. And that was past legislation too (currently in effect). With new legislation this will change and bring money into areas that desperatly need it to help promote under watertourism, shipwreck survey, buoying of wrecks (inside and outside of a preserve) and so much more. It will help promote our diverse underwater world and bring in tax based revenue to help sustain businesses (anyone in maritime, scuba shops, hotels, Food.....) so they don't go out of business.
It's no secret that the history of the State has left a bad taste in the mouths of many. I see it too. But that's no reason to sit idle and not do anything about it. It can't get worse....can it? Really? How much worse can it get?
