What planet are you from? A permit is not a "donation",its a written form of PERMISSION from a governmental body. I don't need permission to swim in the Great Lakes.They are an open,navigatable waterway,and those not using motorized craft don't require permission to swim in them.Your assertion that "every diver" has complained about lack of state action is dead wrong.I know far more divers who would prefer the state keep its tentacles out of wreck diving regulation. More govt. means more taxes,plain and simple.And they are the worst at frugal and logical spending.I have yet to see any wrecks condition improve when govt. got involved with "preservation". They will,and are,continuing to decay and rust,no matter how much money the state wastes.I can't "embrace" your ideas,because they are loony.Please do divers a favor,don't do us any favors and don't write any more of this kooky legislation. Doesn't the current massive budget boondoggle ring any bells? Haven't you in govt. gotten the knack? YOU WASTE TOO MUCH! STOP SPENDING!
