Divers certainly are not the only people in the word, they are actually a very small portion of the population.
I seriously doubt that the ASA was written solely for divers.- It was written to the complete and total General Public. To the general public, certainly dive gear is special equipment, and I say that dive gear is special equipment even to divers. Divers just happen to be the people who use that "Special Equipment," called dive gear.
If one of the ASA conditions of being "embedded," is requiring special equipment for recovery, I say it certainly can be argued that dive gear is "Special Equipment."
