Thanks Steve, well put and on point. People seem to think that State law has something to do with the Abandoned Shipwreck Act, "ASA". The ASA is a Federal Act and thus so goverened by the Federal Courts. The ASA provides a means for the States to gain control or ownership of certain vessels, assuming that they are abandoned in the first place, not all I must add. I suggest that anyone interested read an article written by Eric C. Reinelt and published in the Wisconsin Marine Historical Society's pamphlet "Soundings" . This can be found in the 1985 Volume 25, number 3 & 4 issue. This was written before the bill was passed and was clearly understood at the time. The Act did not change over the years, only the interpretation or more appropriately the misinterpretation. I suggest that Mr Broihahn read articles like this, which are put out by his own state groups.
