I do believe that the person who located the wreck should have some type of claim to it. I guess I do, therefore, feel that admiralty law does take precedent over state law. I am also of the opinion that if a person does find a wreck and chooses to leave it intact with all artifacts in place for other divers to enjoy, then other divers should respect that and not remove artifacts. I am in agreement with Paul Ehorn that something has to be done about the powers of the DNR and the rights of individuals.
