The State has no claim to either the Sandusky or the Barnum as neither wreck is embeded by definition and neither wreck is on or has been determined to be eliglble for the National Register of Historic Places. Once again I will state that Federal law prevails over State law, which means that Michigan has no claim to either wreck. After speaking with Mr Lemmer he had no artifacts from either of the above wrecks, just a bad attorney that let the DNR officer bully him into a confession by threats. It seems like it is time to revolt against the DNR. If they can take ones log book and try to match any wreck that you have listed as a dive site and take a seperate list of items missing from wrecks and accuse you of theft there is a huge problem. It appears that this particular case is the result of a bad divorce and lies created by the DNR, no evidence or crime!
