I believe the shipwreck law was in effect in Aug. of 1980.If this diver removed artifacts from the Sandusky he was probably in violation of the law but because of the statute of limitations could not be charged with a crime.That does not mean the artifacts were obtained legally.That makes the artifacts under state law the property of the State of Michigan.I may not always agree with the state law but this diver did not find the Sandusky and did not remove an item to lay claim to this shipwreck under admiralty lay either. So whether this wreck was embedded or not has no bearing on this case.I believe the artifacts should be returned to the wreck!
