Dave, excavation of any historic wreck on public lands or bottomlands requires approval of the State's historic preservation officer and supervision by a licensed Archeologist. The States have been very reluctant to allow excavation and have generally held that sand protects wrecks better than people do. Before lining up financial support, it would be wise to consult the State's historic preservation officer to first see if they would permit the work.
