What wreck has Wisconsin denied anyone access to? If I remember correctly, the first thing Mr. Ehorn did was to tell everyone to stay away from the Rosinco. How is that good for the diving community? I'll take state ownership over private any day. Not only will we get to dive the wrecks, but there will be something to see, as well.
