The SHSW presents their rationale for the Rosinco being historic, unique, etc at:

It is quite a long read, but they believe she is historically significant and the National Park Service concurred by listing her on the NRHP. Their criteria for listing a property and their evaluation process are at:

I'd be interested in hearing if people think she really belongs on the NRHP for historic reasons and if people think she was legally eligible for inclusion.
