I know nothing about this particular wreck, however I suggest that you check into maritime law before calling something illegal. Most ships are not the property of the state. The 1987 Abandoned Shipwreck Law (ASA) actually allows for the salvage of vessels. The states surrounding the great lakes can only lay claim to vessels that meet a certain criteria, that is providing that they are abandoned in the first place. A huge number of the wrecks in the great lakes are not abandoned and the ASA does not apply.
