Although I can not contribute much to the research discussion. I have been kicking around the idea of perhaps getting local wreck divers involved in wreck protection. Perhaps local scuba clubs would be interested in helping identify boats/divers seen at a particular wreck site, in order to help enforce the preserve laws.
It may not be much, but at least other divers might be made more aware of the need to preserve these sites for the future.
Maybe even the simple addition of signs at boat launches. Dive flag identification signs are defimitely needed, and it may be effective to place signs outlining the laws concerning wreck plundering, as well.
I'm sorry to hear about _The Three Brothers_ wreck being plundered so quickly. I had been planning a dive there and apparently put it off to long :-(.
