Word at Mackinac last weekend was that is not buoyed. I always use the public launch across from the ball field just inside the break wall. Watch your speed though. It is a 10-MPH zone. I got pulled over last year.
It is possible to catch a small grapple into the rigging on one of the masts, go down and secure a line to the cast iron masthead cap. The water tends to silt up as you get close to the bottom.
