See Section 216 and 360, and 359.
the HJR-3162 affected "Citizens" or better said:
"wages and Income" earners= because they are
defined as Federal or State employees
and are subjects, and are subject to the Act.
THe man on the soil is not affected at all by
this Act., nor divers, if they are not DNR.
