I would be willing help with the effort of wading through these laws, especially for the states of NY, PA, and Ohio. Currently, I don't have any texts of the maritime laws for these states. If someone could send me these texts or point me to where they are obtainable, I'll give it a try. Any support from lawyer/divers out there would be a big help. And, YES, we need to "keep it Simple" (KIS) so that all of us can easily understand what the laws are implying.
