A museum would be a great place for such items. But still, I sense a little criticism for the guy in Texas still. What are the chances he is aware of the laws or more importantly, the concensus of this discussion? In this case the porthole has probably been through numerous owners. The origional (theif) is probably impossible to track down. I think given the circumstances and insignificance of the item, it should just be forgotten. If someone does care enough, let them be the high bidder!
Like extreme diver 1 said: If it only sparked this conversation, let alone the many it must have done hanging on peoples den wall, then it has done more good then it could have ever accomplished being covered with zebra mussels on the wreck itself.
