If this Porthole was recovered before it became Illegal, there is little or nothing that can be done about it. Even if it was recovered after legislation was passed, you would be hard pressd to prove it. If you feel so strongly about it, win the auction, buy the porthole and put it back on the wreck. Write the money you spent on it off as a donation and sleep better at night. Or you could just accept the fact that it's not even a nice porthole off an even worse wreck and forget about the whole thing.
