I know your statement will upset the "experts" who "do miracles just so dumb people like us can enjoy the sport of diving", but I have to say that you nailed it totally! It IS illegal for us "lesser mortals" to remove artifacts from a wreck... hmmmm... curious...
I would like to maintain an evocative discussion about this topic but I am certain that I would suffer the same censorship that Mr. Williamson encountered.
P.S.- Creating a site such as this and employing volunteers is not as difficult or "selfless" as Mr. Mixter (in his response) makes it out to be.
