In a word, yes. It's my understanding that if the plane belonged to the Army Air Force, they don't really care, but if it is the Navy, definitely yes.

A salvage group, A&T Recovery, has for some years been quietly salvaging these planes (some were TBF Avengers)for museums around the country. They have had to scrupulously document every one and get the required permissions. I am referring to the training flights around 1943 from the old Glenview Naval Air Base to the two training carriers, the Sable and the Wolverine.

Some of the pilots that trained with these planes (some of whom crashed into the lake) are still alive. I did a documentary about one of these pilots for the Chicago Marine Heritage Society, Captain Grant C. Young.

This is assuming that these are the planes to which you refer.
