Yes, there have been, and I believe, still are charters. Most are out of Minnesota, the closest land to Islae Royale. It's been a long time for me, but I was on the Superior Diver and its companion (at the time) Royale Diver. A little hunt on the web can track them down, but here's a few sites I found:
