- The Barrett welfare Bill-13 goal is to place police and a licensing scheme upon a group of minorities people, the divers, swimming out there, without affecting the rest of the population. This welfare bill is exclusionary, devisive, profit intensive ( fees, lisence fees, testing of divers by appointment, quarter million dollar Bond or cash, Court fees, property recovery fees, lawyer fees, access fees, priority fees, registration fees and letters of consent) directed at you, to saddle the diver with a dog collar leash to the new master that just appeared over the horizon, an opportunist at least, and he is asking you to agree to his offered Contract.
The diver has the power to say no.
The diver, each one in turn, can file a sworn criminal Affidavit complaint upon the police assailing him or even approaching him, after each and every incident, however trivial it may be, listing each archaeologist name in the criminal Affidavit by information, pursuant to the complaint incident.
The diver files in any Court clerk's office, regardless where for the record, the sworn Affidavit, being a criminal complaint, to recover his diving gear, within ten (10) days of each incident. To insure the complaint is on the record for future prosecution of the archaeologist and the raiding party. It is essential that the scoundrel names are spelled correctly.
Divers wishing to aquire immunity from assault, nullifying this scheme (Jury nullification procedures), if it ever passes into legislature, even with your silent accent to it, see me, or any one else, willing to detail this out. I understand that thousands of divers (dive shops too) just cannot vote, are prevented, and feel betrayed, by the very same public servant, and the new college kid on the block, dreaming that he could have it all.
Hereafter, this licensing scheme, the public servant aquires complete liability regarding diver accidents, however trivial the accident or if caused by police initiative, may cost millions to the welfare department in compensations.
