I have made several dives on and in the "Suliminos" underwater habitat (submarine) that was located in Dyers Bay, in 30 feet water. Has any one decided to built another tank and put it into the water? Just get your welding torch out from the garage and do one.
Any fuel tank will do. Here you add several holes, anchor it vertically, and load the bottom part with rocks. You got a UNDERWATER SUBMARINE HABITAT. Care to build a city? I bet that be something.
