Now, responding to your letter:
a) The word socialist does not apply to most Canadians (likewise Americans as well), only to the fiction Corporation, only to statutory persons.
b) The snake is "not dead", it will bite you on your ass, just dont turn your back.
c) Canadian Constitution/Congress, are rearly alike (and it came from the same mold. A few words here and there are different, just to make you feel National)= promote your freedom/ welfare payments to you my friend - so you can go diving/right to trial/right to be taxed/licensed/with the consent of the people (opposite to "the consent of the King").
d) If it "Will be" dead in June, (if, if) if it who ever bring it before the fiction "Canadian Constitution" Corporation, if the fiction Corporation decides to ablige you, if in the mean time, if you den't let the snake bite you in your ass. If you are vigilant my friend. If you take your own responsibility seriously into your own greesy hands. If you don't delegate it out.
For a small license bill to pass is easy, I have seen it before,, it will be innoticed, it is so small, not so much stink raised about it, sandwitched between giants, just a third sneaky reading here or there will do, you will not even notice it, and your freedom to dive worryless is gone forever.
Now you apply for your permit to submerge in the lake at the police station for $60.00 per dive. IF when you are arrested or just suspected of being a diver, you will deny profusely and say: "-If I was so sure it was dead." "If I didn't hear anything for a while, how dare they not tell me?

*new tax* -- Your *new tax* is the use of a wrong expressioin likely. It is not a tax. It is a licensing program to raise the stated $700.000.00 for the "Indiana Jones" meal ticket and his toys. You pay, he plays. Remember, he must have a meal ticket, and you are it. You pay. He gat's paid.
Do you perhaps believe that they will tax the Health Department program, or the general public?. Just to pay for this Indiana Jones museum? You are it, instead. There is no one else. THey are definitely not going to *tax* the cigaretts or liquor stoes, or your groceries. Are they? You are it, my friend. Don'y worry.
They may not introduce it as a *tax*, but they may introduce it again as a "ordinance", or even as a "building permit license" on divers, and you may not even notice it, since it was invisible to ther taxpayer multitudes. The words can be altered just a bit prior to enactment, just to fix their needs, and you are done for it; if your constant vigilance seen it comming, you let your friends know its comming again, on a horse of a different color. But it is comming. That's why you must do this and be allert.
By spring time, you are half assleep, and forgotten this. You are eager and going diving. It's been a long winter. You haven't worked so hard before, my friend. So what the Corporation does to you Phil, just may be relevant.

At least at the Sear's store, you get a written guarantee for a refund. THis is not the SEar's store, no refund counter here. If you agreed to the terms of the offer, you have agreed to the entire Contract. Hereafter, the Corporation sees you only as a "cash cow". Just maybe, they do already!

extra note: The Florida charter CAptain's do personally are paying $500.00 fees just to dive, in the lastr 4 years; each diver [however how invisible this $15.00 diver fee is] pay per dive, and has nothing to do with history, environment or conservation, it is just a cash cow to the Corporation for expenses. What this amounts too, is that each diver is actually paying $15.00 "license" fee per day, each different day, just for the granted priviledge to submerge himself in the ocean, underwater.
