: The one diver, . . "-And his Video Camera."
: *

: I'm a diver, that knows the Law, Admiralty / International Law, as applicable here, and against these invading scoundrels. I can teach you, or send you my manuscript to you. What would you like to do?

Please sent me a copy, it never hurts to know more. Sent to pqua@wave.home.com

: Have you ever read "Who's in control?"

: Are you a "person" as defined by Congress? (and the exact equivalent in the British papers, since they copied all of them from). Are you a diver that refrains from picking up wreck garbage scraps, but instead uses a video camera, to create shows, or just enjoy good diving? Then you must stand up and defeat positively the Bill-13 no matter where you are, and the assumed terrorist Barrett who disturbed nearly the entire continent, who intends to extort, and use the old art of new form of slavery into a profit legalized enterprize, and will use the police to make money, for evidence in NOT REQUIRED, merely an ACCUSATION out of context, out of the pre-existing scrap-yard out there. What a scam, don't you think so? Never mind the nice words he used, for he has a sharp tongue, I could give you a long list, the end result is total economic/police/slave for taxation scheme to enrich the arch and his museum, that will generate dollars to the police station.

NO! I'm a Canadian Citizen as defined by the Canadian Constitution, and the CONGRESS has bugger little to do with me.

: But how do you protect yourself against such socialists schemes?

*cough* Candaians are Socialist, or that is the according to many Americians whom I have spoke with, or at least that is the way they see. I see it differently.

: How do you protect your feedom against these socialists? It's easy. Very easy. If you know. Do you want your sport to remain free as always been so? Let me know. Maybe I can help you.

Well let's see, we do the same thing that you do. USE THE COURT SYSTEM. If it is necessary, but with Bill 13 it will not be required. IT IS DEAD! I could could go on and on about this, but please just go back and read the original post (and remember this is happening in the CANADA, you know the hunk of land to the north)

: On the other hand, the presently existing "police-state" is absolutely extatic and happy to maintain you as a statutoey person, and on their "payroll" of unending citations, as a victim or as a plantation slave, as defined by Congress.

Again, Canadian.

: It would upset them very much if you raised your head finally, raised your voice, and you finally stood up as a sportman and spoken firmly and presented your "Titlt" to the public servant, your servant, for they know they are there merely by your CONSENT of the people, and as such are paid a servants wages by your sole contribution. But they want more, don't they? Ill bet they do.

Read the Canadian Constitution.

: Scuba diving isd the only unlicenced sport to date, but very specialised by expert engineers in the in the undersea aquanaout or astronaut field of certification, and are not slaves, or be considered as such by the servants.

True, but they maybe regulated and licienced by the governement in order to maintain a minimum quality of standard and/or safety, look at Doctors, Lawers, Engineers, etc....

: What is your judgment, my friend? What is your verdict?

1) Bill 13 is dead! Even now, some people have already requested that it be brought before the Canadian Constitution to see if it is legal.
2) It will be officially dead in June.
3) If it does pass, and that's a BIG IF. How the hell are they going to enforce it. It's would be funny it wasn't so pitifull.

: - If they can create a new source of income to them, out of scrap-below, no matter what the argument is used to bring it up and implement, then by your silence you are in consent and ascent as their new sucker, and must pay, pay, and pay, - untill you learned your lesson: be vigilant, because freedom MUST be guarded, against scoundrels who want to take it away from you, no matter what excuses are interposed they propose or deceived you to believe.

Wrong again. As I have said before this Canada, Ontario to be precise. Any form of *new tax* would create too much political hay for the Political Opossision. Next, Bill 13 doesn't even do what you are talking about, and the bill does not mention superceding previous laws already on the books. Therefore all previous laws are still in effect, and EVEN the Government of Ontario must obey them!

: Have a pieaceful and worruless dive.

: It's your choice if you WANT to be the victim of police-stings during a Sunday afternoon dive, here from on and forever.

Hey, bring it on man. Bring it on. I would just love this. I will cover this in a new posting though, it will be interesting to see the responces. But to be honest with you, I also base my opinion of Bill 13 on the knoweledge and expertise of Toronto's Largest Dive Shop owner (The Wet Shop/Scuba 2000). Alec, the owner, has about 1 million invested in his business (most likely more than that). He makes his living Diving,Training, Planing Trips for other divers. His life and livelihood require access to wrecks in the Great Lakes. If he so much as precieved a threat from this Bill he would be the first in line to fight. I spoke with him and was simple told that Bill 13 is a none starter, and even if passed, it will not ammount to any changes in the Ontario dive industry. This a man whom I trust when it comes to anything to do with Scuba. So when he get's worried I will start as well. Untill then all my dives will be peaceful and worriless, other than the normal concerns one faces when diving.
