abandoned= Admiralty law is: The salvors can work (like any other trade) on it to salvage, and may work to 99 years, without extensions.
abandoned wreck= Pursuant to I.L., abandonment is effective after a time has passed, unless a line is secured or anchor to shore, I said to shore; or tender boat repeatedly each year works on her, or some salvage continues. See the Supreme United States Law regarding giving all of the 6 law suits to Mel Fisher as a salvor, pursuant to the law.
"Heritage" abandoned= A wreck is considered abandoned after 99.9 years pursuant to Monroe Doctrine and The Inter-America Treaties; these include the Panama Canal, and supersedes all Ontario wishes by greedy arch's. Why do you think we gave it away? The 99.9 years has lapsed and the law = "abandoned", did kick in. And so now the Panamenians are handling it. The Ontario "Crown", as a fictitious Corporation (see definition for Corporation and public servant under the last Supreme Court renditions), said the same thing. THe people 'On-the-soil" did not object. THat was within the alloted time, as required. No state, province, city or village could ever pervert the 99.9 years limits by their own greedy desire.
Thanks to the few that called, the diving community members (6.8 million today) for responding and for making such supportive comments, when a tirant is about to negate your diving, and impose licensing. I didn't realized so many divers are ready to go to war, and suit this Barrett out of office.
I think we have a controversy.

and will add one more= the divers new wreck Regulation Bill-13.
The Commission just lost another $700.000.00 in funding, and they see the diver as a juicy victim to milk, maim, and jail for profit;
But the divers will fight to the death for their hard won freedom, and they are NOT the "Crowns" personal slaves, as defined in Title 26.
on page 12, he asked: "Where is this realm of suspended reality?"
The diver is perceived to be worth $5,000.00 in money as a taxable commodity, in this market, if they can tap this source of income. Add to this, the insurance claims, can be more.
Barrett goes on: Licensing/certification and appeal process, competency assessment tests, occupational sport dive license and insurance (to insure the bond on everones head), etc.,....there is no end to the bueaucracy rising.

Do you still think this Barrett may have a per se doctrine for divers and caused "in pais" international scandal?
