What is done is done, and what is gone from these wrecks is gone. Passing Bill 13 will not put the bell back on the Carlingford. In fact, if another wreck is found that has a bell on it, it will be illegal to dive the wreck anyway thanks to Bill 13!
Until they are ready to get into the specifics of this bill, they should shelf it. For all of our sakes! It is too vague as it is presently worded.
Unfortunately, it appears as if the recreational diver really has no say. We are hearing about this bill almost after the fact. Thank goodness we heard about it before it passed all 3 readings! I would like to see some input as to what we can do to join together and stop the bill. Several members of our dive club have already written letters and posted comments on the Internet, but what else can we do???
