Bill 13 will not servive, the Gov of Ont. has to many other fish to fry. I understand your fear, I feel it as well (I dive mainly in Ontario). I also understand why the bill was table. There are many drivers out there who feel that it is their right to take a keepsake. It is these divers that rob you, me and every other diver out there who leaves only bubbles and takes only pictures.
As for S.O.S., they provide moring lines every year to wrecks. They don't limit access, but provide better and safer access to them.
Can the government really protect the wrecks? Nope, but they can deter the strippers.
