Can't help on the area, but as far as certifications go, it kinda depends on what your plans are. If you don't have an Open Water Cert yet, (basic) get that. Then you can make decisions on what you are ready/want to do. Wreck penetrations require some specialized training in overhead environments (no direct route to the surface). And depending on the depth involved, some extra training/experience is required for deeper wrecks, such as decompression procedures.

My advice is to first get diving. Then there is alot of information to look at, along with your own experiences once you are diving. You can make more informed decisions on further training at that point.

Here is my personal choice for my advanced training. That is not to say they are the best. I think it depends on finding an instructor you like and feel comfortable with. The agency doesn't really matter IMHO.
